A Florida roofing company that has sued over 250 of its customers has dropped one of those lawsuits. For St. Petersburg homeowner Dawn Donley, the court battle is now over—but what does that mean for the remaining cases?
WFLA first reported the development on Aug. 18 as part of its ongoing coverage of Florida Roof Specialists, a Jacksonville-based roofing company. The abandoned lawsuit is only one piece of a much larger legal dispute surrounding the company’s billing practices and use of construction liens.
Florida Roof Specialists is also being sued by the Florida Attorney General’s Office. According to a March 6 report from News4JAX, state officials allege the company misled some homeowners into believing insurance would cover their roofing work except for their deductible, only for those customers to later receive additional bills.
One homeowner’s case has now ended, but the broader fight has not. The Attorney General’s Office has sought to stop Florida Roof Specialists from pursuing lawsuits and liens while the state’s case against the company proceeds.
Donley’s Dispute Reached A Resolution

The threat of a lien became all too real for Donley when Florida Roof Specialists placed one against her home and sued her last year after she declined to pay an additional $17,000 bill. Donley hired attorney Charles Gallagher, while the Florida Attorney General’s Office separately sued the roofing company over similar allegations involving customer contracts and liens, writes WFLA.
Gallagher later filed paperwork making the judge in Donley’s case aware of the Attorney General’s allegations against Florida Roof Specialists.
“Now that court, a civil case, would have that knowledge,” explained Gallagher. “We think that that was probably part of why they decided to go ahead and dismiss the case, knowing that that was, you know, the judge would be relying upon that.”
The dismissal arrived on the week of Aug. 18, ending the court case against her. Gallagher suggested that other homeowners facing lawsuits from the company may want to contact their attorneys and ask whether their cases could also be dismissed in light of the ongoing Attorney General action.
Donley then received another update: the disputed balance was gone too. She told WFLA that Florida Roof Specialists emailed her to say the charges had been written off, with the account marked “paid.”
Roofing Bills Became Court Cases
Meanwhile, the state is waging a legal campaign of its own.
According to the state’s allegations, some customers said they were initially told their only out-of-pocket expense would be the insurance deductible. News4JAX reports that homeowners later complained of receiving bills for thousands of dollars in additional work or charges after their roofs had already been installed.
LkldNow reports that the Attorney General’s complaint accuses Florida Roof Specialists of threatening homeowners with liens when they refused to pay additional charges and filing liens against residential properties. A lien creates a legal claim against the property and, if the debt remains unpaid, can ultimately lead to foreclosure
The Attorney General sued Florida Roof Specialists in September 2025, alleging violations of the Florida Deceptive and Unfair Trade Practices Act, according to LkldNow.
Florida Roof Specialists has disputed the state’s allegations. News4JAX reported in March that attorneys representing the company had asked the court to dismiss the Attorney General’s lawsuit.
