Maine Former Polygraph Examiner Arrested on Falsification and Public Records Charges

A former Maine law enforcement officer whose duties once included administering polygraph examinations is now facing a falsification charge himself. The Cumberland County Sheriff’s Office says 51-year-old Regan J. Goan was arrested following an investigation specifically concerning misconduct connected to his work as a polygraph examiner.

Goan, of Raymond, previously served as both a Bridgton police officer and a Cumberland County sheriff’s deputy. Authorities arrested him on a warrant and announced the charges against him on September 11.

The sheriff’s office has not disclosed exactly what investigators believe Goan did while working as a polygraph examiner. However, the resulting misdemeanor charges include unsworn falsification, violating the Maine Polygraph Examiners Act, and multiple counts involving public records.

Goan was booked into the Cumberland County Jail following his arrest. He has since been released on bail and is scheduled to appear in Portland Court on October 29.

Goan faces a Class D misdemeanor charge of unsworn falsification and a Class E misdemeanor charge of violating the Maine Polygraph Examiners Act. Authorities also charged him with multiple Class D misdemeanor counts of tampering with public records or information.

The sheriff’s office did not specify how many public-records tampering counts Goan faces or identify the records involved. It also did not say whether the charges concern a single polygraph examination or multiple examinations conducted during his law enforcement career.

Former Officer Released on Bail Ahead of October Court Date

Despite Goan’s previous employment with both the Bridgton Police Department and Cumberland County Sheriff’s Office, the release does not specify when he worked for either agency. It similarly does not say when his duties as a polygraph examiner ended.
