Basal bark treatment is a sure way to remove this stinky weed.  

You'll need Triclopyr 4, and a vegetable oil (there are instructions on the back of the Triclopyr container).

Put the Tryclopyr and oil mixture in a plastic throw-away container, and paint the tree of heaven trunk from the ground to about 12 inches high.

You'll start to see results in 2 to 3 weeks, and by the next spring you'll have dead tree of heaven sticks you can cut down.
